Fed stress tests, SEC rules, Accenture results – Market Brief, Oct 1, 2026
Published Oct 1, 2026
The Fed finalized stress-test changes, the SEC proposed wider retail access to private markets, and Accenture and McCormick filed quarterly results.
Takeaway: Two Washington regulators set the tone: the Federal Reserve finalized changes to how it runs bank stress tests, and the SEC proposed rules that would let ordinary investors reach further into private markets while also bringing two fraud cases. On the company side, Accenture and McCormick filed their latest quarterly results with the SEC, and CenterPoint Energy reported completing a deal.
Fed finalizes changes to bank stress test rules
The Federal Reserve Board said it has finalized changes to its stress test, the annual exercise that checks whether large banks could keep lending through a severe downturn. The Fed said the changes are meant to make the test more transparent and more publicly accountable, and to reduce swings in the capital requirements that come out of it.
Why it matters. Stress test results feed into how much capital big banks must hold against losses, which in turn shapes how much they can lend or return to shareholders. Smoother, more predictable requirements may make bank capital planning easier, though the release itself does not quantify any effect.

SEC proposes wider retail access to private markets, charges two fraud cases
The SEC voted to propose rule amendments that would expand retail investors' choice in regulated fund structures and ease capital raising in both public and private markets. Separately, the agency charged fund adviser Meyer Global Management and its chief executive, Owen E.H. Meyer, with defrauding investors in private funds that held stakes in SpaceX and other pre-IPO companies, and charged two individuals, Christopher Kenji Dinelli and Jacob David Frankel, over a scheme that the SEC says raised more than $8.7 million from 35 investors through their fund and targeted veterans.
Why it matters. Private markets, meaning investments in companies that are not listed on a stock exchange, have generally been limited to wealthy and institutional investors. Opening them to more retail buyers could broaden choice, and the two enforcement actions announced the same week show the kind of conduct the SEC says it is policing in that space.

Accenture and McCormick file quarterly results
Accenture filed an 8-K with the SEC reporting its results of operations and financial condition, as did McCormick & Company. The filings are the formal disclosure of each company's latest quarterly figures; the filing index entries themselves do not list the numbers.
Why it matters. Accenture's consulting demand is often read as a gauge of how much companies are spending on technology projects, and McCormick's results show how a packaged-food supplier is handling costs. Our last published analysis showed Accenture's Q2 2026 quarter, and McCormick's Q2 2026 revenue of $1.9 billion, up 16.7%, with EPS of $0.56, down 13.8%.

Oracle reported to sign $7 billion cloud deal with Tencent
MarketWatch, citing the Financial Times, reported that Tencent signed a five-year agreement worth $7 billion with Oracle that gives it access to artificial-intelligence chips that had not previously been available in the country.
Why it matters. A multi-year contract of that size would add to Oracle's cloud backlog, the work it has signed but not yet delivered. Because the report is based on another outlet's sourcing rather than a company release, the terms could be confirmed or revised later. Our latest analysis showed Oracle full-year 2026 revenue of $67.4 billion, up 17.3%, with EPS of $5.83.

Kashkari says inflation remains too high after softer PCE reading
In an interview with CNBC, Minneapolis Fed President Neel Kashkari said inflation is still too high even after personal consumption expenditures data came in softer than expected, and described the labor market as pretty good. Separately, the Bureau of Labor Statistics' indicator page lists the consumer price index up 0.4% in August 2026, unemployment at 4.1%, payroll employment up 162,000 and average hourly earnings up $0.10.
Why it matters. Comments from individual Fed officials signal how the central bank is weighing price pressures against the job market. One policymaker's view is not a decision, but it may shape expectations for how quickly interest rates move.
CenterPoint Energy reports completing an acquisition or disposition
CenterPoint Energy filed an 8-K with the SEC under the item used to report the completion of an acquisition or disposition of assets, together with a Regulation FD disclosure and exhibits. The filing index entry does not state what was bought or sold or on what terms.
Why it matters. Completed deals change the mix of assets a utility owns and can affect future revenue and spending plans. The details would be in the filing itself. Our latest analysis showed CenterPoint Q2 2026 revenue of $2.2 billion, up 10.7%, with EPS of $0.37.
